Office of Policy Analysis and Development (OPAD)

NTIA’s Office of Policy Analysis and Development (OPAD) supports the agency’s role as the principal adviser to the President on telecommunications and information policy. OPAD develops, analyzes, and advocates Internet and communications-related public policies that promote digital inclusion, innovation, competition, jobs, and economic growth for the benefit of the American people.

In particular, OPAD focuses on public policies that impact how Americans access and use the Internet, a wide range of online services, and other forms of mass communication. Specific issues include, for example, developing policies and programs to ensure that all Americans have access to broadband services, protecting privacy, analyzing and promoting the benefits of the digital economy, and facilitating competition in the telecommunications and information industries. OPAD also plays a key role in areas critical to telecommunications and information policy, including cybersecurity, secure 5G, communications supply chain risk management, the free flow of information, intellectual property, emerging technologies, and online platform issues.

To further NTIA’s mission, OPAD performs policy research; releases reports, letters and formal comments to the Federal Communications Commission (FCC) or other regulatory bodies; and reviews federal legislation. OPAD also plans and conducts public discussions to facilitate better dialogue on telecommunications and information matters, and helps facilitate external research through publicly-released data collections and other efforts.
